Victoria Ave, Morrisville – Civil Overview
Project Overview:
Client: Kāinga Ora
Location: 6–8 Young Street, Morrinsville
Project scope: Deconstruction, ground preparation, aggregate placement, relocated home preparation, concrete driveways and footpaths, decking, service coordination, fencing, landscaping and finishing works
Completion: September 2023
As part of a wider contract with Kāinga Ora, TROW Group was engaged to undertake deconstruction and subsequent civil works across three residential sites in Morrinsville: Cureton Street, Victoria Avenue and Young Street. At 6–8 Young Street, our involvement extended beyond the initial deconstruction and demolition works, with TROW subsequently contracted to prepare the site for three relocated homes and deliver the civil works required to support their transition towards residential use.
Young Street was the only project across the three sites to accommodate three relocated homes, compared with two at Cureton Street and Victoria Avenue. This added another layer of coordination to the ground preparation, access infrastructure and finishing works required across the property.
Following deconstruction, our team began by removing residual demolition debris, levelling the existing ground and completing soil remediation. Once the relocated homes arrived, we continued preparing the surrounding areas through additional aggregate and hardfill placement, ground levelling and the construction of external infrastructure.
The scope included preparing and constructing concrete footpaths, developing the driveway, coordinating the construction of decking across all three homes, and installing baseboards. During the works, asbestos was also identified in the ground. TROW’s asbestos removal team excavated the affected material and arranged for its disposal, allowing the project to continue with the appropriate management of the unexpected site condition.
As with any project involving multiple relocated homes, sequencing was important. Ground preparation, accessways and external construction had to be coordinated across three properties, while allowing each stage to progress towards the overall completion of the site. From preparing the footpath bases
and completing concrete works to progressing the driveway preparation and organising materials for subcontractor activities, the team worked through the different requirements of the project.
Quality preparation remained an important part of the process. The footpaths were boxed and prepared with GAP40 aggregate before concrete placement, while reinforcing mesh was laid in preparation for the driveway pour and pre-pour inspection. These stages helped establish the required foundations for the finished access infrastructure.
With the major groundworks and concrete activities progressing, the project moved towards its final stages, including the completion of external detailing and preparation for landscaping. By 1 September 2023, the Young Street site was complete.
The project demonstrates TROW’s ability to manage a broad range of civil works alongside deconstruction, responding to site conditions and coordinating construction activities across multiple residential properties. The delivery of three relocated homes on a single site also highlights our capacity to manage projects with a greater number of structures and the associated ground preparation and external infrastructure requirements.
Young Street formed the final part of TROW’s three-site Morrinsville programme for Kāinga Ora. Together, the Cureton Street, Victoria Avenue and Young Street projects demonstrate our ability to support clients through connected stages of work, from clearing and preparing a site to delivering the civil works needed to help make it ready for residential use.
Timeline of Works
May 2023 — Site preparation and soil remediation
20 May — Ground preparation following deconstruction
Equipment mobilisation · Excavation · Ground levelling
Following the completion of the deconstruction and demolition works, our team returned to the site with an excavator to remove residual debris and level the existing ground.
This initial stage established the groundwork for the civil construction phase, clearing remaining material and preparing the site for remediation and subsequent aggregate placement. Careful ground preparation was essential to establishing a suitable base for the arrival of the relocated homes.
26 May — Soil remediation completed
Equipment mobilisation · Excavation · Ground levelling
Soil remediation works were completed, marking an important milestone in preparing Young Street for its next stage of development.
Completing the remediation ahead of the relocated homes’ arrival helped progress the site towards ground preparation and construction. This work formed part of the wider preparation required to transform the cleared site into a residential setting.
June 2023 — Relocated homes and ground levelling
8 June — Three relocated homes arrive
Lot 1, Lot 2 and Lot 3 · Project coordination
The three relocated homes arrived at Young Street, marking a major milestone in the project. Unlike the other two sites in the Morrinsville programme, Young Street was being prepared to accommodate three homes, increasing the scope of the surrounding civil and external works.
With the homes in position, the team continued developing the ground around the properties and preparing for the footpaths, driveways, decking and finishing works required to complete the site.
July 2023 — Asbestos removal and decking preparation
20 July — Asbestos identified and removed
Aggregate placement · Levelling · Building coordination
During the civil works, asbestos-containing material was identified in the ground. TROW’s asbestos removal team excavated the affected material and arranged for its disposal.
The discovery required the team to respond to an unexpected site condition and manage the affected material appropriately before progressing with the surrounding works. Identifying and addressing the issue was an important part of maintaining a safe worksite and supporting the continued development of the property.
21 July — Decking construction begins
Site set-out · Access planning · Structural coordination
Timber arrived on site to begin construction of the decks for all three relocated homes.
With the homes already positioned, the decking formed an important part of the external construction programme, providing access to the outdoor areas surrounding each property. Coordinating the construction across three homes required the team to manage the work across the site while progressing the other civil activities.
August 2023 — Footpaths, concrete and driveway construction
1 August — Footpath boxing and base preparation
Site set-out · Access planning · Structural coordination
The footpaths were boxed up, establishing the shape and boundaries of the pathways ahead of the GAP40 aggregate layer and concrete placement.
This preparation stage helped define the pedestrian access routes leading to the homes and established the framework for the next stages of construction. With three homes to service, the pathways were an important part of creating practical access across the completed site.
4 August — Concrete footpaths poured
Site set-out · Access planning · Structural coordination
Concrete was laid across the prepared footpath areas, turning the boxed and prepared bases into permanent pedestrian accessways.
The concrete works progressed the site’s external infrastructure, helping establish access between the surrounding ground and the relocated homes. This was another significant step towards completing the functional elements of the property.
5 August — Footpath progress and baseboard installation
Site set-out · Access planning · Structural coordination
Footpath construction had progressed across the site, with the pathways leading to the stairs of all three homes nearing completion. Baseboard installation was also well underway, reaching approximately 60% completion across the properties.
Progressing these activities together helped the team continue developing the accessways and external finishing details across all three homes.
7 August — Baseboards progress and driveway preparation
Service connections · Trade coordination
Baseboard installation had reached approximately 90% completion across the three homes, while boxing for the long driveway was nearing completion ahead of the planned concrete pour.
This milestone showed significant progress across both the residential finishing work and the main vehicle access area. Preparing the driveway in advance allowed the team to move towards the reinforcement and inspection stages before concrete placement.
8 August — Driveway reinforcing mesh installed
Site set-out · Access planning
Reinforcing mesh was laid in the driveway area, preparing the surface for the required pre-pour inspection.
This stage was important in progressing the driveway construction and ensuring the prepared area could be checked before the concrete was placed. Completing the reinforcement work helped move the project closer to delivering the site’s vehicle access infrastructure.
